Resilient Distributed Optimization Algorithms for Resource Allocation
Distributed algorithms provide flexibility over centralized algorithms for
resource allocation problems, e.g., cyber-physical systems. However, the
distributed nature of these algorithms often makes the systems susceptible to
man-in-the-middle attacks, especially when messages are transmitted between
price-taking agents and a central coordinator. We propose a resilient strategy
for distributed algorithms under the framework of primal-dual distributed
optimization. We formulate a robust optimization model that accounts for
Byzantine attacks on the communication channels between agents and coordinator.
We propose a resilient primal-dual algorithm using state-of-the-art robust
statistics methods. The proposed algorithm is shown to converge to a
neighborhood of the robust optimization model, where the neighborhood's radius

Accelerating Incremental Gradient Optimization with Curvature Information
This paper studies an acceleration technique for incremental aggregated
gradient ({\sf IAG}) method through the use of \emph{curvature} information for
solving strongly convex finite sum optimization problems. These optimization
problems of interest arise in large-scale learning applications. Our technique
utilizes a curvature-aided gradient tracking step to produce accurate gradient
estimates incrementally using Hessian information. We propose and analyze two
methods utilizing the new technique, the curvature-aided IAG ({\sf CIAG})
method and the accelerated CIAG ({\sf A-CIAG}) method, which are analogous to
gradient method and Nesterov's accelerated gradient method, respectively.
Setting to be the condition number of the objective function, we prove
the linear convergence rates of for
the {\sf CIAG} method, and for the {\sf
A-CIAG} method, where are constants inversely proportional to
the distance between the initial point and the optimal solution. When the
initial iterate is close to the optimal solution, the linear convergence
rates match with the gradient and accelerated gradient method, albeit {\sf
CIAG} and {\sf A-CIAG} operate in an incremental setting with strictly lower
computation complexity. Numerical experiments confirm our findings. The source

Comportamiento del monóxido de carbono y el clima en la ciudad de Toluca, de 1995 a 2001
Uno de los gases contaminantes con mayor distribución y concentración en Toluca y su área metropolitana es el monóxido de carbono que, al igual que el dióxido de azufre y el dióxido de carbono, es generado principalmente por la combustión automotriz y, en segundo lugar por el sector industrial. Sin embargo, debido a la activa dinámica de los vientos en la mayor parte del año, estos gases tienden a dispersarse en todo el valle; solamente durante el invierno la concentración y la distribución del monóxido de carbono se encuentran por encima de las normas establecidas en la legislación vigente. Por eso se considera la calidad del aire como satisfactoria, aunque por su combinación con las bajas temperaturas del periodo invernal y la baja humedad del aire, tiende a representar riesgos para la salud humana
A Discrete-time Networked Competitive Bivirus SIS Model
The paper deals with the analysis of a discrete-time networked competitive
bivirus susceptible-infected-susceptible (SIS) model. More specifically, we
suppose that virus 1 and virus 2 are circulating in the population and are in
competition with each other. We show that the model is strongly monotone, and
that, under certain assumptions, it does not admit any periodic orbit. We
identify a sufficient condition for exponential convergence to the disease-free
equilibrium (DFE). Assuming only virus 1 (resp. virus 2) is alive, we establish
a condition for global asymptotic convergence to the single-virus endemic
equilibrium of virus 1 (resp. virus 2) -- our proof does not rely on the
construction of a Lyapunov function. Assuming both virus 1 and virus 2 are
alive, we establish a condition which ensures local exponential convergence to
the single-virus equilibrium of virus 1 (resp. virus 2). Finally, we provide a
sufficient (resp. necessary) condition for the existence of a coexistence
equilibrium
Transformación digital en el proceso aduanero de importación en las agencias de aduanas de Lima durante la pandemia COVID 19. Perú 2020-2021
La pandemia Covi-19 en el Perú trajo consigo un entorno cambiante, procesos nuevos de regulaciones aduaneras e implementaciones de canales virtuales y son pocas agencias de aduanas que han podido adaptar positivamente. Debido a que se buscaba evitar el contacto físico entre las personas y surgieron carencias ante la necesidad de hacer operaciones de manera virtual. Por tal motivo, la Aduana Peruana realizó múltiples esfuerzos en ampliar sus implementaciones de sus plataformas digitales. Pero el Perú aún tiene una brecha digital con respecto a otros países para poder competir, generar seguridad y estar estandarizado ante los demás entes reguladores, gubernamentales y organizaciones a nivel mundial.
El objetivo principal de la investigación es comprender el efecto de “La Transformación Digital en el proceso Aduanero de Importación en las Agencias de Aduana de Lima durante la Pandemia COVI 19. Perú 2020-2021”.
La presente investigación comprende recopilación bibliográfica y la metodología a desarrollar será mediante un enfoque cualitativo y cuantitativo del tipo exploratoria-descriptiva y muestreo por conveniencia. Se realizaron 21 encuestas, las cuales fueron válidas, tabuladas e interpretadas, debido que no se pudo obtener un tamaño muestral mayor, lo cual impidió hacer un análisis de mayor profundidad, por limitaciones de tiempo y confidencialidad
